MassDOT Construction Update

MassDOT opened bids for the West St. Reconstruction Project on Sept. 30, 2014, and the Contract was awarded to Newport Construction. Construction is expected to begin towards the end of April, 2015. A public informational meeting will be held on Thursday, April 9, 2015 at 7:00pm at the Parker Middle School auditorium. Please see the link below for nore detailed information regarding the informational hearing. Detours, road closures, and delays should be expected during construction. The Engineering Division will continue to update this website before and during construction as information becomes available.

West Street Anticipated Project Milestones

The West Street project which is bid and managed by MassDOT began active construction on May 4, 2015.

Beginning Wednesday, August 24th and continuing through Friday, August 26th the following work on West St. is planned:

Subject to weather and/or unexpected construction delays, the contractor will resume installing the final layer of pavement on West Street from Wescroft Road to Longwood Road including the intersection of West Street, Willow Street, and Summer Avenue in accordance with the following schedule:

 

August 24th – Wescroft Road to Arcadia Avenue

West Street southbound will be detoured Summer Avenue to Woburn Street to West Street. 

West Street northbound will be detoured Woburn Street to Summer Avenue to West Street.

 

August 25th – Arcadia Avenue to Longwood Road including the intersection of West Street, Summer Avenue, and Willow Street

West Street closed at Woburn Street

           Detour Route - Right onto Woburn Street, Left onto High Street, Left onto Rte.129 west, Right onto West Street

West Street (Wilmington) closed at Rte. 129

           Detour Route - Travel Rte. 129 east, Right onto High Street, Right onto Woburn Street, Left onto Woburn Street

Willow Street closed at Lowell Street (Rte. 129)

           Detour Route to access Northern side of West Street - Travel Rte. 129 west, Left onto West Street (Wilmington)

           Detour Route to access Southern side of West Street - Travel Rte. 129 east, Right onto High Street, Right onto Woburn Street, Left onto West Street

Summer Avenue closed at Mineral Street

           Detour Route to access Northern side of West Street - Summer Avenue west, Right onto Mineral Street, Left onto High Street, Left onto Rte. 129 west, Left onto West Street (Wilmington)

           Detour Route to access Southern side of West Street - Summer Avenue west, Right onto Mineral Street, Right onto High Street, Right onto Woburn Street, Left onto West Street

** Please note that on Thursday,(8/25), the emergemcy access gate located at the end of Kelch Road will be opened, allowing Longwood Road and Kelch Road residents access to their respective streets.  The gate enters Johnson Woods and the management company has given authorization for the gate to be opened for the day to alleviate hardships. **

 

Work is expected to occur from 7:00am to 5:00pm, pending any unforseen delays.

Please remember that parking is prohibited at all locations within the construction area while construction is occuring and will be strictly enforced by the Reading Police Department.

Residents are advised to seek other travel routes during this time.  We thank you for your cooperation and appreciate your patience throughout the project duration.

If you need your vehicle during the day, and live along West Street in the affected areas, we ask you to move your vehicles to another street outside of the construction area, to avoid getting trapped in your driveway during the paving operation. If you have any questions or concerns, please contact the Town’s Engineering Department at 781-942-9082.

 

Proposed Construction Phases

•Phase 1 - Longwood Road to Winslow Road / King Street

•Phase 2 - Winslow Road / King Street to Howard Street

•Phase 3 - Howard Street to Border Road

 

In each phase the contractor will first install new drainage which will then be followed by the reclamation of the existing roadway surface and the installation of the first layer of pavement.

The installation of new curbing, sidewalks, new traffic signals and the final surfaces of roadway pavement will then follow.

The entire project includes approximately 7,500 feet (1.4 miles) along West Street and an additional 2,500 feet (.5 mile) along the intersecting side streets for a total project length of approximately 10,000 feet (1.9 miles). The project includes upgrading and new traffic signals at West Street/Woburn Street/Wescroft Road, West Street/Willow Street/Summer Avenue, West Street/King Street/Winslow Road and Summer Avenue/Woburn Street intersections

The project is expected to take 2 years to complete and detours are anticipated throughout the project duration.

The Town will hold weekly meetings with MassDOT and their contractor Newport Construction to discuss the projects progress and the upcoming weeks planned construction.

MassDOT PROJECT LOCATION AND LIMITS

The project includes the West Street Corridor from the Woburn City Line to just north of its intersection with Willow Street in Reading, Massachusetts. Improvements to the intersection of Woburn Street at Summer Avenue are also included as part of the project. The project limits along the corridor extend approximately 7,500 feet (1.4 miles) along West Street and an additional 2,500 feet (.5 mile) along the intersecting side streets for a total project length of approximately 10,000 feet (1.9 miles).

Construction is anticipated to begin Spring 2014. Additional information will follow shortly as it becomes available.
