Parking: Rules & Programs

 
 
Authority
The Town of Reading derives the authority to establish and enforce parking rules, regulations and programs from the following sources: (1) Section 22 of Chapter 40 of the Massachusetts General Laws, (2) Section 2 of Chapter 85 of the Massachusetts General Laws, (3) Section 9 of Chapter 89 of the Massachusetts General Laws, and (4) Article 8 of the General Bylaws of the Town of Reading. Such regulations may be enacted by the Board of Selectmen and may apply to any ways upon which the motoring public enjoys a right of access and where relevant signs and signals appear. Resident Only Parking
Certain parking areas and side streets surrounding the Reading Train Depot are subject to the "Resident Only" parking restriction, which requires a valid Community Access Sticker from 6:00 AM to 10:30 AM Monday through Friday. See Article 5.2 for further details.
 
Downtown Parking
Nearly all public parking in the Downtown Business District is restricted to 2-hours only from 9:00 AM to 5:00 PM Monday through Friday. See Article 5.4.1.1 for further details.
 
Employee Parking
Certain parking in the Downtown Business District allows employees of downtown businesses to park all day in what would otherwise be 2-hour parking. These spots are specifically enumrated and posted and require a valid hanging placard to be displayed. See Article 5.2.1 for further details.
 
Leased Parking
Article 5.14 of the Town of Reading's Traffic & Parking Regulations establishes a leased parking program to address some of the unique parking needs of the employes and merchants in the Downtown Business District.  The program gives leasees exclusive parking rights to certain designated spots Monday thru Friday from 8:30 AM until 5:00 PM. Overnight Parking Ban
The Traffic & Parking Regulations prohibits overnight street parking between the hours of 1:00 AM and 6:00 AM year round. However, the Police Department has historically had a community friendly policy of enforcing this regulation only between November 1st and April 1st, when snow plow trucks are most likely to be effected by street parking.
