Economic Development and the Economic Development Self-Assessment Tool (EDSAT)
Over the past 6 months Reading has been working with the Northeastern University’s Dukakis Center on assessing Reading’s economic strengths and weaknesses. The EDSAT is a tool developed by the Dukakis Center that evaluates Reading on several levels and categories that relates back to how well positioned Reading is to attract new businesses and retain existing businesses.

To build off this work, the Town of Reading will be engaging the Metropolitan Area Planning Council (MAPC) on the development of an Economic Development Action Plan. We are at the very early stages of this project and more details will be released over the next few months. The results of this report provides great insight on where Reading needs improvement and it is imperative the Town work on strategy to make those improvements. As such, Reading, through a grant-funded project, has begun work with the Metropolitan Area Planning Council (MAPC) to develop an Economic Development Action Plan. There will be three parts to this process.
- Visioning – Outreach with Stakeholders and Town Staff to establish a consensus on what the goals are for the community in terms of economic development.
- Markey Analysis – MAPC will perform an analysis of market conditions and potential market gaps.
- Preparation of the Economic Development Action Plan – A plan that will outline the goals for economic development and a list of specific strategies the Town can use to attain those goals.
